Agreed! Though best practice use of SKOS seems orthogonal to the
specific question of whether there is a formal difference between
a SKOS Concept Scheme and a Vocabulary Encoding Scheme.
An interesting aside: I was told that SKOS originally picked up the word
"scheme" from DCMI's notion of Encoding Scheme.
