I have used hardlinks for the same (IIRC), and also for example
for '.repo' files, to link into '/etc/yum.repo.d/' only the repos
relevant for that node type.
Something related that I found useful over time is to hardlink
any config files I change in a specific directory, so for example
'/root/cfg-H01/etc/fstab' is a link to '/etc/fstab'. This allows
to quickly figure out which files have been changed, and to save
them all and restore for the hosts not configured via 'cfengine'
or similar.
Note: this is in effect a workaround for a limitation of RPM,
and it is equivalent to a "depot" style package management
system like 'stow'.
