Is the client not part of the standard WN distribution? Where did it come from?

In general sites should be backing up the tag files ... anyway as the admin you can just edit the files directly, you don't need to use ManageVOTag.

That would be the standard way, especially since it isn't per se anything to do with biomed.

Or just edit the static ldif file for the subcluster directly.
