ast: Retain old timescale when writing out MJD-OBS FITS keywords
The time scale for MJD-OBS is specified by the TIMESYS keyword. If the
FitsChan contains a value for TIMESYS, then use it. Previously, any
TIMESYS value was ignored and the MJD-OBJ value was always written as a
UTC value.
