Fair? yes. But not by any means universal, probably not wise. My neighbours are not in their first flush of youth and are keen internet users, but their technical competence extends to being just that, ken users. Default settings for everything. They are an example of ordinary folk who have no idea that things can be altered. THey have intelligence in spades, but their skills are limited to those they have. Extending those skills is unlikely at best.
Take any representative sample of non technical folk. The age doesn't matter. Ask them if they know how, and can show you how, to make these alterations. I suspect Felix would be annoyed with the result of that exercise.
