Would that be in the public interest? Data is disclosed to world. Also, it could be coerced consent. Assuming it is not coerced, does the applicant want their data disclosed to the world?
Would the organisation want to follow that in terms of a public interest assessment? In other words, you may think it a good idea but the org says no on behalf of the person's own interests.
Finally, what about available by other means? Ie make a proper Sar?
Just some thoughts would be interested in how others see it.

I want X (public authority) to disclose my personal data there is a fee of £10 which they have said they require..
Can I provide a form of consent to my friend Y and ask him to request the information under FOIA thereby avoiding the fee.
X cannot rely on s40(2) as there is no breach of the DP principles if he has my authenticated consent !
