I'm new to this list so apologies in advance if I haven't followed the correct procedure.
The matter at hand, following is a summary of the problem and a solution as found by my colleague Nigel Upton from the University of Bedfordshire Learning Technology Team.

We have a limited number of students for which on screen contrast is an issue and in our old Blackboard system (Version 8) they were able to modify display styles. This meant that within the page it was possible to change the background colour to a more suitable choice of "non-white", lower contrast options to aid readability.
Within the last few months we have upgraded to Blackboard version 9.1 and due to the lack of any standard "non-white" module background options, we were presented with a situation where visual impaired students were worse off after the upgrade than previously.
As a solution, we were able to replicate the functionality of the previous system by adding extra palettes to version 9.1.
This was done by downloading a palette package from under: Sytem Admin > Brands and Themes > Theme and Palette Catalogue > Manage Color Palettes section.
Once downloaded, unzip the package and open the colorpalette.css file found inside.
Locate the following code, the 'background-color' and 'color' tags will give you access to the module background and text colour within the palette:
#moduleBorder, #moduleBody,
.portlet
{
border-top-color: #777777;
border-left-color: #777777;
border-bottom-color: #777777;
border-right-color: #777777;
background-color:#FFFFFF;
color:#000000;
}
I then used the colour options in version 8 as a basis for creating adittional, low contrast palette styles and applied them back into the system via the original: Sytem Admin > Brands and Themes > Theme and Palette Catalogue > Manage Color Palettes section.
Users were then able to apply these styles in the usual way, as they were in version 8.
