This is really interesting thought - at the moment perhaps they way I works is to do with the NLP of the students I work with - construction and property students tend to be more visual and aural rather than Kinetic.
For personal reasons I am in a kinetic environment at the moment with a specialist nursing team looking after my sister in law - some of the student nurses there have been asking me about reflective practise and what it has perhaps reminded me of is that it is differently approached in all professional & contextual environments. From a personal position so long as students think about their actions, behaviour feelings that is okay with me but the construction and property people need some ideas on how to engage in that process.
So I agree very much with your final comment about frame of references - builders construct to give plans and calculation . Nursing and medical is a whole different ball game and requires a different construct relevant to the rotation

I actually think there is an error of logic in the idea of setting external benchmarks to mark reflective thought. If the goal of reflection is to empower the individual then it follows that *they* should be the determinant of development. If it is to be facilitated or understood by outsiders then the measure must surely be a view of development located within the framework of the individual. In other words, if I reflect in one way and later in another then that will be development measured. To do otherwise is a top-down approach that constrains the individual to development within a pre-specified set of criteria - aka knowledge consumption rather than the knowledge-production so often held up to be desirable as an outcome.
It is not that we shouldn't provide guidance to possible other ways of thinking but that such guidance may only be useful if it is contingent with the current frame of reference held by the learner.
