Invitation to Tender -Website Development
Total contract price £50,000 from January 2012.
The UK Centre for Carnival Arts is developing a digital archive to celebrate the Carnival heritage in the Eastern Region of England. The project and staff are based in four hub locations; the UKCCA centre in Luton, Norwich, Southend and Northampton. The archive project is overseen by a steering group and advisory group.
The project is funded by the Heritage Lottery Fund until April 2013.
UKCCA is inviting web developers to tender for the development of a major website presenting and integrating a digital archive on Carnival and the Carnival Arts, the site to provide a platform for Community Engagement and Educational Outreach based at four regional hubs in the Eastern Region of England.
Timescales And Costs
The project has a tight schedule.
An initial build of the site needs to be live for mid February 2012 with the major development of the website systems done for the end of April 2012.
The exact and final brief and scope of the site will be negotiated in a Requirements Phase.
For this project the Carnival Archive Project can pay a fixed fee of no more than £50,000 to cover the initial development and hosting of the site over the approx. 14 months of the project (from the signature of the contract to 31.03.2013)
Agreement
A contract will govern the work and will be between the web developer and the UK Centre for Carnival Arts.
Project Management
The web developer will work with the project manager, web editor, digital archivist and Director of Learning and Participation to develop the project.
Technical Support And Training
Please address how you will ensure the Carnival Archive Project staff are trained to maintain the website and a legacy programme that would enable the website to continue beyond this date.
You will also need to show how you will train the web editor to act as administrator and to update the website on a regular basis.
Debug And Testing
The tenderer will be responsible for debugging and testing from the acceptance of the first version of the website until final sign-off. From final sign-off Carnival Archive Project staff will be responsible for the maintenance of the site, the tenderer will continue to host the website and ensure it continues to operate to the agreed specification until 31.03.14.
Data Protection
The database should conform to both the relevant laws applicable in the UK, and the Carnival Archive Projects own Data Protection Policy.

When submitting documents your approach document needs to be supplied in an anonymous form to enable our appraisal process.
Selection Process
Short-listed organisations will be invited to interview at UKCCA on the 5th January 2012 to explore their proposal in more detail.
