learning objects fix declarative contents in a format that is optimised for technical instruction - it works fine if you need to learn how to assemble parts or follow a predictable pathway for instance for performing a diagnosis sub-routine.
"Training" about human-to-human interactions, knowledge transactions, problem solving and any other complex behavioural situation implies you are giving people an education, explaining abstract concepts and how to acquire and develop a procedural know how that cannot be fixed once an for all in learning objects - a part from some case histories perhaps.
