Tribal are experiencing a period of rapid growth and are seeking for a number of experts to support an 18 month long government project in Albania starting in early 2012. The roles available include:
·Interoperability Expert:
·Driving license and address change Experts:
·IT Security expert:
·Software development experts:
·IT training experts:
·Change management expert:
·Data protection expert:
Interoperability expert:
The interoperability expert can (but not necessarily) be a senior software developer him/herself, who will work under the Team Leader’s control and coordination and will act as a communication hub towards other project component teams. The interoperability expert must have a university degree in a relevant field and good English knowledge. He/she is expected to have minimum 5 years of experience in interoperability development/implementation projects.
Driving license and address change non-key experts:
These experts will favourably be senior subject matter experts who have experiences in developing/implementing modern electronic driving license and/or address management IT systems or systems with similar complexity. They will typically be senior software developers, who will work under the Team Leader’s control and coordination. These non-key experts must have a university degree in a relevant field and good English knowledge. They are expected to have minimum 5 years of experience in delivering software solutions in the public sector.
IT Security non-key expert:
The IT Security non-key expert will have an overarching role in the project, supervising the IT security aspects of the various project components. He/she must ensure that the systems implemented conform to EU best practices on the field of IT Security for public services. He/she will work in close cooperation with IT security experts from the Beneficiary, ensuring that the systems implemented conform to relevant Albanian regulations on the security of public services and the protection of personal data. The IT security expert will work under the Team Leader’s control and coordination and will act as the central information source and project – internal authority on IT security issues. The IT security non-key expert must have a university degree in a relevant field and good English knowledge. He/she is expected to have minimum 5 years of experience in IT security aspects and ideally should hold a relevant certification, such as (but not exclusively)
CISA, CISM, CISSP.
Software development non-key experts:
A team of software developers is needed to perform the software development and customization tasks of the various project components. These experts will have a demonstrated experience in software development, having all taken part in at least one software development projects of similar complexity for the public sector in an EU member or candidate member state. The software developers will work under the direct authority of the senior software developer and/or dedicated key expert of the corresponding project component. The software developer non-key experts must have a relevant educational background in software development and sufficient knowledge of English. The will all have a minimum of 3 years of experience in professional software development.
IT training non-key experts:
A team of IT trainers will be needed to perform the necessary trainings for the proper operation of the delivered software and hardware components These experts will have a demonstrated experience IT training, having all taken part in at least one implementation project of similar complexity for the public sector in an EU member or candidate member state. The IT training specialists will work under the direct authority of team leader and/or dedicated expert of the corresponding project component. The IT training non-key experts must have a relevant educational background in software development or hardware maintenance and sufficient knowledge of English. The will all have a minimum of 5 years of experience in professional IT training activity.
Change management expert:
A chanage management expert is needed to perform the change management for the implementation of the various project components. These experts will have a demonstrated experience in change management, having all taken part in at least one complex implementation projects of similar complexity for the public sector in an EU member or candidate member state. The change management expert will work under the direct authority of the team leader. The change management non-key experts must have a relevant educational background in public administration change management and sufficient knowledge of English. The will all have a minimum of 5 years of experience in change management in public sector.
Data protection non-key expert:
The data protection expert will have an overarching role in the project, supervising the data protection aspects of the various project components. He/she must ensure that the systems implemented conform to EU best practices on the field of data protection for public services. He/she will work in close cooperation with IT security experts from the Beneficiary and the IT security non-key expert, ensuring that the systems implemented conform to relevant Albanian and European regulations on the data protection of public services The Data protection expert will work under the Team Leader’s control and coordination and will act as the central information source and project – internal authority on data protection issues. The data protection non-key expert must have a university degree in a relevant field and good English knowledge. He/she is expected to have minimum 5 years of experience in data protection aspects in public sector.
