In principle if you feel the technical work can be chunked down into manageable pieces by a third party, and that you can do that within the budget, that would be ok. Overseas partners or contractors are also acceptable.
It's really important that you own and manage the project, as one of the objectives of the funding is to develop skills and capacity in the sector.
Sometimes outsourced technical development can increase the cost and therefore reduce the overall value for money, so bid evaluators would be wanting reassurance that the proposal would still be good VfM.
You are free to involve parties in the above ways if it makes the most sense.

In the OER Rapid Innovation preview (http://infteam.jiscinvolve.org/wp/2011/11/16/oerripreview/) we're advised that "Technical staff should already be in place. Existing partnerships with commercial and overseas organisations is welcome."
I'm curious to know whether it would be appropriate to outsource some of the development work to a pro shop. My thought is that for the project I have in mind, we could get very good value for money from specialist programmers, and pros are frequently interested in short-term contracts.
Another related question is whether any of the funds could be dispersed to overseas partners.

I am previewing a forthcoming grant-funding call on OER Rapid Innovation: enhancing the digital infrastructure to support open content.

£10,000 -25,000 each. A total of £200,000 is available.
I'm just putting the finishing touches to the Call to release by the end of this month.
Please note that bids must be led by eligible institutions, technical staff must already be in place, and these projects are about developing solutions to clearly articulated use cases. See the blog post for more detail.
