Much of what you have just stated rings so true! So often regulations, accreditation, etc., gets in the way of doing a good job. Just consider the new Occupational Health and Safety Consultants Register. Provided you have the appropriate qualifications you can be on the register. As such, as far as the potential client is concerned, you are competent to advise on health and safety. But health and safety is such a broad topic I would argue no one person can know it all, at least not in adequate depth. How will being on the register help that employer who needs guidance on one specific aspect of, say, occupational health? How will he or she know whether that general health and safety consultant has the specialised knowledge to provide competent advice? So here is the ‘cop out’. The official guidance is that it is still the responsibility of the client to ensure that the consultant is competent to advise on this particular aspect of health and safety! If this is the situation, what is the purpose of the register (other than for politicians to be able to claim that they “have done something”)?
And if, like me, you have specialised in one particular aspect of health and safety, then you are not eligible to be on the register anyway. And for my particular area of expertise there really isn’t any relevant qualification. So, by the logic of the official mindset, I am presumably unqualified and not competent to do what I do, whereas a member of the register, who knows little or nothing about my area of expertise would be competent!
How sensible is this? But then what should we expect from politicians (like the one who dumped his papers in a public rubbish bin)?
