As with everything - try this out on your test servers first!
System admin tab, Users, course organisation roles.
click on the dropdown next to Instructor
and choose privileges
on page 5 of the privileges there is one called "Create User"
if you remove that from the role they will no longer be able to create
users (tick it then select restrict privileges)
As with any change expect some staff to complain when they notice :)
