In theory under Part 2A the "common sense" cost benefit analysis will now play a major part of the process apparently and one assumes this will filter down into the localisation of planning as well. I cannot wait to hear from the regulators in a years time when we all discover how rare "common sense" actually is and what actual science and statistics will be used to justify it....
Doubtless we can expect a common sense calculator from one of the big consultants soon :)
