Thank you Vivianne and Melissa for this practical advice - Johanne Stuckey is emeritus but could be approachable - and York's Women Studies Dept. in general does seem quite an appropriate place for such studies - and a good match to my student's background. 
As for Sian Reid  - she does appear to be on leave - but could well be back next year when the student intends to start her programme. I will send her in these directions.

Dear Alison

Further to the other suggestions,  what about looking up Sian Reid, she did
a lot of stuff on Canadian Paganism and was working at Canadian
Universities, I just found this little biblio on the net, and  a quick net
search showed she published in 2006 out of Carlton Uni, was teaching there
in 2011, but may be currently on leave from the Sociology and Anthropology
department.   Wendy Griffin or Jone Salomonsen do spring to mind as
excellent supervisors for this topic if they could be drafted in as
associate supervisors with a local one in the cultural studies department of
a Canadian university.

You may have thought of this already, but have you considered going down the
women's studies route?

The York Women Studies department and Johanna Stuckey could be worth
approaching:

If your student wants to consider south of the border, I would guess that
Professor Wendy Griffin at California State who might be able to advise on
which women's studies, religious studies or cultural studies faculties would
be worth approaching.

PhD Supervision

Well since a topic came up about uOttawa and Wicca, I feel qualified to
answer. So I am doing my MA at uOttawa on Francis Barrett ( Hi Alison), I am
being supervised by Prof De Bruyn.  There currently is no one at uOttawa who
CAN supervise a PhD dealing with western magical traditions.   Naomi is
working on critical religion atm, and Shelly is not authorized to supervise.

It will take some time before people get into position for supervision of
the next generation of PhD's.

 Shelley would certainly be one option. Another might be Naomi Goldenberg,
also at University of Ottawa, who has I think supervised a number of
doctoral dissertations in this area.

I am writing on behalf of a graduate student who wishes to commence doctoral
work on the social and cultural implications of the Triple Goddess in Wicca.
She was wondering where in Canada she might carry out such research and
under whose supervision. Any suggestions or leads would be most welcome!
