Jayne, 
I am not sure where you are going with this. As an investigator who makes numerous section 29 requests I would be very concerned that passing the request onto the contractor could seriously jeopardize my investigation and I would probably, subject to the circumstances, withdraw my request rather than have it shared with the contractor.

As the request was made to you for the information that you hold relating to the data subject I can't see with what authority/justification you pass it on/share it with the contractor.

Can you elaborate?

If the person is employed by a 3rd party (the contractor) to undertake work on your Council's behalf, I would be inclined to forward the recovery officer's written request directly on to the 3rd party's HR/DPA officer and advise the recovery officer of same.  The 3rd party has the same lawful duties as you under DPA.

The request came via email with attachment. I am happy this is a genuine
request and based on your advice (and Brenda Scourfield's), I am now
happier to happier to make a decision of whether to disclose or not.

I guess they want to do an attachment of earnings.

Section 29(1)(c) does allow for disclosure of PD which would otherwise
breach the Act yes but it does not oblige you to.  You need to ask
yourself, would non-disclosure prejudice the collection of taxes?  Could
they obtain this information elsewhere?

Make sure the person requesting the information has the necessary
authority to do so, is the request on headed paper i.e. not over the
phone and that they have clearly stated the purpose for which they
require the information.

If I do decide to release personal information what is the minimum that
can be released for them to be able to do their job?

I have recently had a request from a Recovery Officer at our local
Borough
Council requesting information about an individual that recently started
work at one of our sites (for a contracting firm). The Borough Council
are
requesting the name of the Contracting firm for which this individual
works.

To gain access to our sites, we do process this information but should I
disclose?
