I have been looking for something similar for a one of my staff and have found some useful material in the Benchmarking survey of primary care 2009 http://www.pcc.nhs.uk/449 -see PCT report.
"These reports and briefing documents are the results of a survey of PCTs conducted by NHS PCC and NHS Benchmarking Network in 2008/09 and published in July 2009. ....In all, 91 PCTs took part, representing more than half of the UK population."
It includes 2007/8 data:
first OP attendance per 100,000 PCT population (average just below 30000) (slide 164) and
elective inpatient admissions per 100,000 PCT population (ave just over 4000) (slide 168)
You may be able to extrapolate from this.
