I don't know if the cost made a difference but my experience with a package
sent spl delivery that the intended recipient didn't collect or arrange
re-delivery for was that the package went to a central office and was opened
to find who it was from and returned to me.

I was at the sorting office today on another errand, so I asked about this.
They said that if the item has a return address, it'll be dealt with at the
local sorting office (re-sorted back to the sender). Otherwise it would be
sent to Portsmouth who would open it up to see if there was a return address
inside.
On-topic with the legal issues, they volunteered that "only the people in
Portsmouth" had the legal authority to open the letters in that way.
They denied that the amount of postage paid would have any effect on this.
