i should have mentioned earlier, there's
Alfred Baudrillart, et al. Dictionnaire d’histoire et de géographie
écclesiastiques (Paris 1912–)
still not "complete" (i think it might be up to the Ls or so), and the
articles in the most recently published volumes (since c.1970, certainly) are
extremely meager and disappointing --but the earlier ones are, frequently, Top
Notch, frequently written by scholars who were experts on the particular
localities (e.g., the "Chartres" and "Chateaudun" articles are by Canon Yves
Delaporte).
