In Westminster we have a specific role with contract and JD for a Duty Supervisor. The role is essentially an assistant manager's role and working hours and duties will regularly overlap although history has shown that both are necessary. We also have Senior Library assistants and Librarians who will answer difficult queries in the absence of the Manager or Duty Supervisor so both can be off on the same day or even take leave on the same day. Saturdays we are staffed with weekly library assistants, Saturday assistants and one of the above senior roles as supervisor for the day. Staff may be asked to work two Saturdays per month unless their contracts demand more. Sundays are currently staffed with Sunday assistants and one or two senior staff members (manager, duty supervisor, librarian or senior library assistant). The senior roles are not compulsory and operate on a voluntary basis. All staff members regardless of their regular working hours will be paid according to NJC terms and conditions which are incorporated into the majority of local authority contracts. This means staff will be paid time and a half for working Saturdays or Sundays (even Saturday assistants - we currently have a dispute about the Sunday assistants). If staff exceed 36 hours working they will be paid at the overtime rate of double pay.

Subject: Duty Managers
We currently operate a Duty Manager system at our Central Library where one senior member of staff is the Duty Manager for half a day and another senior manager takes over from lunchtime until the end of the day.
The Duty Manager deals with any major customer ("I want to speak to a manager") complaints that arise and also is the emergency evacuation officer. On Saturdays they also deal with any staffing and IT problems at the Central Library and branch libraries: these are looked after by the Central Library/Branches Managers and Resources Manager in the week.
A number of staff who act as Duty Managers have left/are leaving which means on some days and at some times we only have one or two staff who could be the Duty Officer and at some point they will want to take annual leave!
It would be useful to find out what other libraries do, so I can come up with some alternatives to the current system.
A few questions:
1. Do you operate a similar system to above or something completely different?
2. Which kind staff are duty managers in your library?
3. Do you restrict leave for duty managers so only a certain number can be off at the same time?
4. How to you deal with Saturdays/Sundays?
