A bit late to this having been on leave, but in Sutton, using SirsiDynix Symphony and the Insight Media iCAM PC Booking system, we have SIP2 working to update the "Last Activity Date" on the user record.
Provided you ensure that "Last Activity Date" is set correctly in the user record removal report, Internet only users are not deleted.

Don't have an answer, but the same applies to users who signup only to
use the public PC's through the booking system - and as you say, such
users will also expire in the LMS as they are not 'updated on last use'.
Mind you,there is also the question of Barcode authentication of
eResources which never expires.
The whole concept of user activity based on physical loans seems to be
under question, and our ability to measure user activity across
disparate systems based on library membership hasn't caught up.
Unless the LMS databases can, via the authentication method, record the
disparate use, or data from the systems can be pooled and interrogated,
difficult so see an answer to this.

Here in Westminster we're concerned about losing memberships of people
who have signed up for our online resources, and who then don't use the
libraries for borrowing books. Lack of activity on the membership
database does mean that their memberships will be purged, but they won't
be aware of it since they continue to have access to online databases.
Have any authorities found a solution to this problem? I'm aware that
some libraries require customers to log on to their opacs before having
access to online goodies (a secure referring URL). Does this solve the
problem, and are there authorities who have implemented this solution
with Sirsi-Dynix Symphony?
