We don't have an architecture - the last group to attempt that was the EGEE PTF, which disbanded itself in 2005 because it wasn't achieving anything. All we have now is an ad-hoc response to problems, and in practice most people seem to be happy working in a single VO. The last attempt to rationalise the use of VOMS, with a more limited scope (e.g. it doesn't deal with multiple VO membership) was this report in 2008:

but like everything else it then sunk without trace (well, it did partly lead to the development of Argus).
