yes, they would have to, if this was the case, but you would have to
check each possible candidate in places were sees were established. To
my knowledge, however, this is probable only in the early Middle Ages
(it seems to have been the case in St Peter in Salzburg for some time -
I checked the Germania benedictina entry and it discusses the matter).
A curious instance is the Austin canonry of Seckau in Styria (sorry,
again from my remote region!) which was declared centre of the diocese
of Seckau founded in the 13th century by the archbishop of Salzburg as a
dependent suffragan bishopric. The canons regular remained in place and
nominally formed the cathedral chapter but had no part in the election
of bishop (who was nominated by the archbishop).
