Tower Hamlets Schools Library Service is organising a series of three e-copyright seminars over the next two terms. The trainer is Paul Pedley, Head of Research at the Economist Intelligence Unit, and has previously worked in the information departments of a law firm, a property developer, and a number of government departments.
Each seminar is stand-alone and does not depend on attendance at the other sessions, but there are benefits from attending all three.
Copyright law is constantly in a state of flux. There are developments happening at a UK, European and wider international level.
In the UK we have had the Gowers Review (whose findings were published in December 2006), the Hargreaves Review (due for publication in May 2011), the passing of the Digital Economy Act 2010, the judicial review brought by BT and TalkTalk, the case between the Newspaper Licensing Agency and Meltwater which went to the High Court, and for which a decision is due from the Copyright Tribunal soon.
At a European level, it is anticipated that a draft directive on orphan works will be published in 2011. There has also been talk of legislation governing the way in which collective licensing societies operate.
At a wider international level, three potential treaties are going to be discussed at WIPO in late 2011 - covering education; visual impairment/disability; and exceptions for libraries/archives.
By attending all three courses, delegates will be able to keep up to date with recent developments; be aware of the risks involved in copying digital content, and how to minimise those risks; and know how to find content that is available for re-use without the need to get individual copyright clearance (eg. content covered by a Creative Commons licence, the open government licence, royalty free images etc).

This session will cover:
- How copyright protects different tyes of electronic content
- Database right
- Rental and lending of digital material
- Scanning material from print
- Copyright clearance
- Orphan works
- Filesharing and piracy
- Creative commons
- Relevant case law
- Digital signatures
Course outcomes
- Understand where licence agreements (ie. contract law) applies instead of copyright
- Awareness of how copyright law applies to machine readable content
- Awareness of the riskier activities, and how to minimise risks
Wednesday 16th November 9.30am - 4pm
Copyright in a Web 2.0 world
This session will cover:
- Social networking sites, blogs and wikis
- Content sharing websites, podcases, webcasts, and streaming
- RSS feeds, scraping
- Filesharing, mixing, mashups
- Hyperlinking/deep linking
- Ownership issues in a world of information sharing
- Orphan works
- Moderation policies, notice and takedown procedures
Course outcomes
- Know how to get the required permissions for use of other peoples content
- Aware of the risks involved in using third party content on web 2.0 applications, and how to minimise those risks
- Understand how copyright applies to web 2.0 applications
Wednesday 1st February 9.30am - 12.30pm
Copyright compliance and the Digital Economy Act
This session will cover:
- The Ofcom Code
- The key players (Communications Providers, Internet Service Providers, Subscribers)
- Copyright infringement reports
- Copyright infringement lists
- Quality assurance reports
- Technical measures
- Appeals process
- Penalties
- Practical steps to ensure compliance with the Act
- The data protection implications
- Forthcoming developments
Course outcomes
- Have a set of practical measures that can be taken in order to ensure copyright compliance
- Understand how the copyright infringement provisions and the Ofcom code will work
- Awareness of how the Act might lead to the introduction of measures to limit or remove a subscribers' internet access if that account is responsible for copyright infringement; and possibly to entire websites being taken down if they are the cause of infringing activity
