The .mr format can be just about anything - it's a concatenation of the deposited restraint files (in whatever format they may be). If you want the restraints in a CCPN importable format, go to the NMR restraints grid, where the .mr file has been pulled apart again and the data parsed and cleaned up:
http://restraintsgrid.bmrb.wisc.edu/NRG/MRGridServlet
enter the PDB code, select Stage '3-converted-DOCR', then either download the whole entry (coordinates included) or the constraints as NMR-STAR file - those are importable with the FC.
