Background
The Development Leadership Programme brings together government, academic and civil society partners from around the world to explore the role of human agency in the processes of development. DLP will address the policy, strategic and operational implications of 'thinking and working politically' - for example, how to help key players solve collective action problems, forge developmental coalitions, negotiate effective institutions and build stable states.
Transparency International (TI) is a DLP partner and the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.
Assignment
DLP and TI are jointly undertaking a research project that seeks to harvest TI’s extensive, multi-country, multi-year data catalogue on the differentiated experience and perception of corruption (primarily TI’s Global Corruption Barometer, GCB). The aim of the research is to statistically identify ‘positive outliers’ among domestic actors or sectors that are outperforming their peers in other countries, or have made surprising progress in anti-corruption performance and perception over time under otherwise adverse external conditions.
Major activities to be undertaken by the analyst include:
* Consolidate and merge the annual GCB datasets;
* Suggest and present different statistical options on how best to approach the analysis, drawing on relevant literature in comparative social research and statistics;
* Based on consultation with DLP and TI, develop the specific approach and carry out the analysis;
* If required, validate, expand or further filter pool of positive outlier by drawing on additional data sources in the governance field; and,
* Compile identified cases in easy to use, accessible database format and, if possible, visualise some of the major outlier incidences
* Compile a research report that documents approach and findings.
* Co-organise an expert workshop to present and discuss the findings.
The assignment is estimated to take 6 weeks (30 days). Preference is for the successful candidate to be able to work on a full-time basis, but a part-time arrangement for the right candidate is also possible. The working language of the assignment is English; location flexible, with some travel to Berlin and/or UK. Remuneration will be between EUR 350 to 400 per day commensurate with experience and qualification.

Knowledge, Experience, Skills
The analyst should have the following skills and qualifications:
* Advanced university degree (preferably PhD) in political science, public administration or related field and track record of successful research projects and management
* Very good methodological knowledge of and practical experience with advanced quantitative statistical methods to identify outliers
* A sound understanding of governance assessment metrics and the broader context of anti-corruption analysis in a political development perspective
* The ability to explain the statistical methods options and their implications in jargon-free English to a non-expert audience
