I'll leave the answer about the F tests to someone more experienced than me.
About the contrasts, they are different:
let's say that you have a (unmodeled!) fixation cross as a baseline (or rest condition, if you prefer)
the first one (0 1 1 0 0 ....) shows where the average of the EV 2 and 3 is significantly bigger than zero, i.e. it is a contrast 'against' the baseline
the second one (-1/3 1 1 -1/3 ....) contrasts the average of EVs 2 and 3 against the average of EVs 1,4,5,6,7,8.
