I would consider that from what you have told us, you are sharing personal data within your Council for a valid business purpose (to protect the public purse by ascertaining whether the person seeking a loan already owes the Council monies).
The ICO broadly supported this stance( regarding CT data) a while back.
Keep it secure, accessible only on a need to know basis etc. Would it cause any prejudice to data subject rights?
Possibly, but if they are a serial bad-debtor, hardly unwarranted!

Has anyone any advice, ideas or details of their own practices over this query.
Our Business Unit has received an application for a business loan. In rural areas such as this often people are well known to others and in this case, the applicant's vehicle has been seen on numerous cases with parking tickets. The Business Unit have asked if he has paid these fines and also made enquiries to Council tax regarding his payment of these bills. My initial reaction is that other debts he may have with the Authority should have no bearing on his loan application - after all, we can't ask his credit card company how much he owes.
