i recall waiting for the australian report. i'm afraid others will have to wait for their countries, if they are signatories, to complete the inquiry process. i thought i might be able to find some information regarding 'when' but have not been able to. here under the heading "What is Periodic Reporting?" you will find the explanation of these reports
http://www.un.org/disabilities/default.asp?id=151
but, if you do not know of its immanence, there is the World Report due for release shortly (though very different in angle and coverage):
http://www.who.int/disabilities/world_report/en/index.html
The report you are after is the responsibility of the state signatory, so chasing it up with the 'right' part of the government would be the way to go. goodluck.
