I am relatively new to OH & start my SCPHN OH in Sept, so I do apologise in advance if this info is really obvious and what you already know. I have worked in exercise science & health promotion for many years-so hope this might help.
This link may help-although it's geared for employers/business, it does have a few ideas that may help & some health & wellbeing case studies.
If you decide to do an exercise challenge, maybe a couple of fitness testing parameters pre/post fitness challenge (eg BP; resting heart rate; step test) could add incentive & provide tangible rewards to fitness improvement as well as a reflection on workplace health for OH & company?
Step test could be over 3 min, up & down on one step, monitoring how many steps achieved and measuring heart rate 1 min post & again 3min post (ie fitter the individual, the quicker the HR will return to resting levels).

(Systolic and diastolic BP will decrease significantly over a 12 week period-but you may not want to run a campaign for that long, but it maybe helpful for longer term goals.)
Challenging & competing in teams against the OH dept always motivates, they want to out-do those of us who meet out healthy/wellbeing advice & see if we practice what we preach...!
You said you are in a rural location, maybe walking groups may also be a possibility at lunchtime to help with their 10000 steps a day? You are probably aware, but there is the Walking for Health initiative that offers free training for Health Walk leaders & is volunteer-led.
