My 2004 study of the Belgo-Dutch enclaves at Baarle-Nassau/Baarle-Hertog is now available for free download (a 65MB pdf) from the University of Melbourne's digital repository:

It provides a full history of the enclaves, translations into English o all relevant treaties, and lots of maps and photos.
