Agreed Stephen. I'd consider it this way, although the subject was present during the discussions and indeed may have contributed to them were they the focus of the discussions? If not, the information isn't their personal data, even if it's their own professional opinion on the situation.
I suppose you could give them a copy of the 'from-to' sequence of communications.
Re: the 7(4) - 7(6) points, given that we're talking about someone else's disciplinary(?) I think you'd struggle to justify that release was reasonable in all the circumstances in this instance.
