there may well be some literature on the subject up with which i have not
kept, but my memory is that this (old) assertion may or may not be true.
i believe that Rolf Sprandel
Sprandel, Rolf. Ivo von Chartres und seine Stellung in der Kirchengeschichte.
Stuttgart, 1962
suggested that --and made a tentative case for-- Ivo's being a native of the
chartrain region itself.
as i say, there may well be something more recent which decides this question,
one way or the other.

he became, in fact, Abbot of the collegial church of St. Etienne in Beauvais
>before being elected bishop of Chartres in 1091.
where he continued his interest in the reform of his own cathedral chapter and
of lesser houses of secular canons in his diocese, first essentially
re-founding the ancient house of St. John, just below Chartres
(St-Jean-en-Valée), and, probably, conceiving of a scheme to wrest control of
the secular abbey of St. Mary Magedeleine of Chateaudun from the hands of the
Viscount of that town, who had had it under his thumb since the early eleventh
century.
Ivo's successor, Godfrey II (of Leves) was finally able to achieve the reform
of the house in the later 1130s, and began a significant rebuilding program
there which resulted in a rather remarkable, early (pre-St. Denis choir),
"Early Gothic" church
