International disasters in June, July and August, 2001, are described. The
events fall into the following categories: 1. marine, 2. railway, 3.
miscellaneous, 4. fires and explosions, 5. aviation, and 6. weather
conditions. For example, 1 August 2001, floods caused by heavy monsoon
rains trapped nearly 50,000 people in their villages and damaged hundreds
of houses in northern Bangladesh. Schools were closed as flood waters
entered the low-lying areas of Sunamgani, 110 miles northeast of the
capital, Dhaka.

Disaster Policies: Some Implications for Public Finance in the U.S.

Abstract
Although major disasters like the 2005 Gulf Coast hurricanes are
infrequent, they dominate empirical loss distributions, as illustrated by
a statistical analysis of flood losses in Louisiana. Extraordinary Federal
emergency assistance has shifted a large portion of the burden of the 2005
floods to the rest of society, relieving financial stress in the
disaster-stricken region but raising serious questions about the
incentives for subnational governments to implement costly but efficient
disaster avoidance policies in the future. The Federal government cannot
credibly commit not to insure losses from future disasters, nor can it
efficiently assume responsibility for land use, economic development, and
other state and local government policies that affect disaster risk.
Mandatory disaster reserves provide an alternative policy option through
which actuarially fair Federal insurance could credibly strengthen the
incentives for efficient subnational government disaster policies.

Preventing Disaster

Abstract
The past 16 months have seen major disasters in Asia, Africa, and the
Americas. Hundreds of thousands of people have died and millions have had
their lives changed forever. Some attention has focused on a possible
increase in the frequency of natural and man-made hazards that are
responsible for these disasters. At the heart of these disasters was the
failure to develop effective national disaster management capacity -- the
capacity to plan and prepare for response, to coordinate assistance, to
develop policies on reconstruction, and to confront the vulnerabilities of
the population. Responding to specific disasters by providing
hand-to-mouth help is not the best way to help countries suffering from
the effects of a natural disaster. Creating a standing fund to draw from
to meet disaster needs immediately, sidestepping the present flash appeal
process, could speed relief and make for more effective intervention.

An overview on disasters

Abstract
Purpose This paper seeks to provide graduate students, researchers, and
government and independent agencies with an overview of disasters.
Design/methodology/approach Disasters have been the subject of research
and a source of concern to academicians and government and independent
agencies. In this paper disaster types are collected from several sources
such as technical, general articles, internet web sites, and internal
reports. Disaster types, definitions, hazards and mitigations are
reviewed. Disasters are classified into natural disasters, man-made
disasters, and hybrid disasters. Man-made disasters are classified into
technological disasters, transportation accidents, public places failure,
and production failure. Natural and/or man-made disasters sometimes lead
to subsequent disasters. Findings Disasters are classified into three
types: natural, man-made, and hybrid disasters. It is believed that the
three disaster types cover all disastrous events. Disasters have different
characteristics and impacts; however, disasters have a common element,
which is their severity. Natural disasters are those disasters that result
from natural forces. Man-made disasters are those disasters that result
from human decisions. Hybrid disasters are those disasters that result
from both natural and man-made causes. Subsequent disasters are those
disasters that result from natural and/or man-made disasters. Epidemics
could be a disaster or a subsequent disaster. Originality/value This
paper presents the types, definition, hazards, and mitigation of
disasters. Disasters are arranged into disaster types, sub-disasters, and
disastrous events in the form of a disaster tree. An algorithm can be
written utilizing this disaster tree. The algorithm can be used for
training purposes to prevent or reduce disasters.

Abstract
The wave of natural disasters that swept the Pacific and Indian Ocean
regions in recent weeks has left a heavy human and economic toll. The
latest tsunamis, typhoons and earthquakes are tragic reminders of how
vulnerable some human settlements are, and underline the importance of
integrating disaster risk into development practices. As relief efforts
ramp up, learning lessons from past disaster responses is useful. Many of
these lessons have been brought together at www.oecd.org/dac. Some simple
steps can avoid the pitfalls, including: 1. Assess real needs. 2. Remember
the power of information. 3. As aid and relief workers know, prevention
counts too. 4. Keep learning so as to improve humanitarian and development
assistance.

Abstract
ComputerWorld recently surveyed IT professionals from companies with
disaster recovery plans. When asked, if they could locate their disaster
recovery plan in the next five minutes?, one-third of the 227 respondents
admitted they couldn't. Of 281 IT pros asked how often they perform
remote-office data backups, only 58% said they were doing so every day.
With all the risks to manage in the world today, from natural disasters to
man-made ones, you'd think this little item would be at the top of the
"Important Things We Do to Stay in Business" list. Disaster recovery is
one test that IT can ace - without big budgets or expensive consultants.
It's a matter of common-sense planning, attention to process and doing
your disaster homework.

Abstract
As Hurricane Katrina showed, buildings have few options--weather the storm
or collapse. The drowning city has become a familar and terrifying
international reality: witness not just Katrina and Rita, but the recent
floods in central Europe, the Indian Ocean tsunami in 2004, and even the
floods that submerged Dresden and Prague in 2002. In the wake of such
catastrophes, architects and urban planners are called on to anticipate
emergencies and find solutions for reconstruction. Here, Allen discusses

Surviving Two Disasters: Does Reaction to the First Predict Response to
the Second?

Abstract
Respondents ( N = 414) studied after a California earthquake were
recontacted 4 years later to determine if their prior experience with a
disaster impaired or enhanced their ability to deal with a second natural
disaster-a slow-onset El Ni weather pattern. Analyses addressed whether
being emotionally injured in one disaster influences the extent to which
one prepares for a future disaster, whether emotional injuries experienced
in one disaster predispose individuals to emotional injury in a subsequent
disaster, and whether other disaster-related parameters (physical injury
and property damage) are similarly associated across two disasters.
Emotional injury both facilitated preparedness, in terms of number of
hazard-mitigation activities performed, and predisposed to a subsequent
emotional injury. An unexpected finding emerged showing that emotional
injury increased the chance of reporting damage in a second disaster-a
relationship that was maintained after controlling for emotional injury in
the second disaster. The impact of self-reported emotional injury in two
sequential disasters on what might be considered a more objective
outcome-property damage in the second disaster-underscores the need for a
comprehensive assessment of disaster reactions in postdisaster research
and across disasters, when possible.

Abstract
During Hurricane Katrina, Hancock Bank's Gulfport, MS, headquarters
building was devastated. Today, the most visible change to the bank's
disaster preparedness plan is a new $16 million data center farther
inland, but that's just one of many changes COO Shane Loper says will pay
off when the next disaster strikes. The old data center's server
infrastructure had been mostly consolidated using VMware virtual machine
technology when Katrina struck. Using more advanced techniques such as
server virtualization to enable high availability and disaster recovery
are good best practices. The virtual server files and associated data were
backed up and could be quickly set up on hardware in a backup data center
in Chicago. But the challenge was getting them to Chicago and loading them
from tape. Hancock Bank keeps a database of employee contact information
and has deployed an alert system that can push messages out to phones and
e-mail accounts. Alternatively, employees can call a toll-free number to
hear updates during a disaster.
