I wonder if Willetts's commitment "to engaging public with science" goes so far as to allow the Research Councils to go back to spending money on this activity.
When I interviewed one chief executive a few months ago he complained that, by imposing am embargo on marketing and similar activities, BIS was forcing them to break their charter, which calls for communication.
Talking recently to other players on the PEST scene, they said that some Research Councils were begging them to undertake this sort of activity for them.
