Firstly, what newspapers/journals exactly are being cut? We don't know & haven't been told. Secondly, what were the reasons given? - apart from a desire to encourage local inhabitants of Newham to learn/speak more English. In France, newcomers learn French. Why should not newcomers here learn English?

Newham are not 'banning' other languages, they're just not paying for subscriptions to papers. I would make an educated guess that, if the paper is sufficiently popular, many locals are already buying & reading it.

I would welcome reasoned and informed information on this topic - but it seems that the liberal left are very quick to condemn an action that strikes me as [in the present economic climate, or have we all forgotten Gordon's mismanagement] eminently sensible. Or would these folk so quick to condemn prefer to march to save the library buildings?

Six years ago, the estimated cost of translation expenditure was at least £100m. Local councils spend at least £25m; the police £21m; the courts system spends more than £10m without accounting for the cost of legal aid; and the NHS - a conservative estimate is £55m.

But hey! I'm just a rate-payer in neighbouring Tower Hamlets....

Thanks Ian for this very full and helpful contribution on this.

I have been asked to elaborate a little on my email for a blog on the VFTL website. I'll use some of your comments and info if that's OK?

I'm surprised there's been so little comment but I am minded to write to Newham with a couple of questions.

Heres a man who needs an education himself.

Sir Robin Wales (the Mayor) said: "English language is something that we're pushing very strongly.

No problem with that, but that's not the same as banning other languages

"Two things about the English language: You need it to get a job;

Not necessarily

Secondly it brings a community together.

As does any common language be it Urdu, Chinese or Gaelic. It's the commonality not the Englishness that works.

"Public money should be spent encouraging people to speak and learn English.
Agree wholeheartedly

Whenever I raise that with my residents they all agree with that."

 I'm sure they do

But pushing English doesn't mean banning others. Why not ban football and then assume everyone would go watch cricket.

Does Newham not have a stock policy listing what may be banned?

There are lots of them available on the internet.

The first one I found is from Leeds

Leeds Library & Information Service supports the Library Association's declaration that "if a book has not incurred penalties under the law it should not be excluded from libraries under any moral, political, religious, or racial ground alone, to satisfy any sectional interest".

Its all in contrast to Newham's Peer Review

LIBRARY SERVICE PEER REVIEW

Visit to London Borough of Newham Library Service

1 - 3 March 2005

Summary

Newham library service is successfully delivering a wide range of services to highly diverse local communities. The work of the service is very clearly guided and underpinned by the Mayoral priorities and the service is able to demonstrate its contribution to meeting these. Under its highly committed political and managerial leadership, the service is both delivering its current services and planning its future direction and strategy within the context of the ambitious council-wide 'Moving Towards Excellence' change management programme.

This seems like an overt (and extreme) political move -- in the Olympics borough no less. I'm surprised the library community has been so quiet about this -- both the blanket removal of community language collections in a borough as diverse as Newham and the mayor's interference in library collection management... It seems the non-english book collections are next to be removed.
