The European Education Partnership developed a framework for assessing the value-add from ICT in schools - http://www.eep-edu.org/InnService/Start/what_addval_start.htm
Though this was done back in 2001 it is still highly relevant because it looks at the value in human, learning and management terms rather than technology terms, so it doesn't date. And I doubt a similar framework for higher ed would be much different.
I am now in the process of putting more detail into this categorisation by looking at the impact of learning technology on learning activities. If you care to contact me off-list I'll let you know what I'm doing (with some others) to develop a 'systematic and theoretically informed approach'.
