The error means you can't run spm99 on a 64 bit windows machine. Some choices are
1) find a 32 bit machine to run spm99. But spm99 is a bit long in the tooth and it is strongly suggested to run a newer version.
2) recompile the spm99 binaries for the 64 bit machine and update spm_platform accordingly, but then see #1 above about using spm99.
3) checkout this webpage which may have the binaries you need: http://www.humanimaging.com/my_favorites.htm
4) Use a newer version of spm. But the versions are not backwards compatible so if you have old analyses you will need to reanalyze them.
