I would point them to the NMR for national designations, and not give them anything else unless they pay for it.

Subject: Network Rail Data Request
Hello everyone,
I've just received a request from Network Rail for data and location maps for all listed and locally listed buildings, SAMs, Conservation Areas etc etc on or within 20m of their land and railway lines. They have added at the end of their email that they will not pay for the data.
I just wondered if anyone else had received a similar request and how you are going to respond to it?
