I can advise what we do if that helps?
The perception of OH being there to somehow chatise a person who has had frequent absence still exsists in our organisation but thankfully the Managers who believe this are in the minority, though it has taken a lot of hard work to change this. We also have a good working relationship with HR and I feel that this helps since they advise the Managers regarding absence.
We are also available to advise Managers, especially before a problem arises and they make good use of this so I feel that OH should foster good working relationships with those Managers who use the service, after all it is for their, and their staffs' benefit.
Our self audit and recent freelance audit demonstrated that this works and that Managers perception of OH is that it is a valuable service. I'm not going to argue with that :)
