I suppose that is possible. It depends what they were using the coal for -
this site used coal only for domestic fires in the C18, not industrial
processes.
Would material of this sort burn adequately in a domestic fire? The piece
we have is not burnt, which might imply that it was thrown away, as you say.

Might this piece of shale have been discarded out of a batch of coal? Some
shales accompanying coal are sometimes bituminous/'oily' to varying
degrees.
