Just to amplify:
1. As a US company, Lockheed Martin is subject to the PATRIOT Act; because of this, the US authorities might demand to view census data under that Act, and Lockheed Martin would have no option but to comply.
2. Re returning the census forms early - strictly speaking everyone should have returned the forms on 27th March, or immediately afterwards, but I was being flippant when I wondered if I would get arrested for returning my form early.

To be honest I did not see any problem because (as in the VAT regime) what it seems to me relevant is the territory - space in which people and their relationships and transactions exist and not the place or space or tool by which the data related to these entities and objects are treated / stored.
But as we are all learning on the fly about uses and possible misuses of data collections in the cloud, it would be very interesting to have other opinions and answers here (I had no time to ask him any question because Charles had to leave the final Q&A session therefore Charles's clarifications would be much appreciated here too if possible).
What really made me jump on the seat and write a big question mark in my notes was the fact that Charles said the 2011 Census Questionnaire was supposed to be filled on March 27th and not earlier (as he did and the same did I, coincidentally) because we may have died in the meantime!
Luckily enough, we both survived the Census conventional date of March 27th and I would say, also because I searched and read some instructions about this specific point in the Census website when I received the Questionnaire, that the conventional date is conventional - id est is not to be taken literally.
At any rate, it would be useful to collect other opinions: do Charles and I have to ask for a replacement Questionnaire and fill a second form?
