Referring to Steve's message: This is exactly what is going on now in some HEIs: we have been asked to identify colleagues who are likely to submit 3-4* contributions and were advised not to submit anybody else to the REF.

dear all,
now that it's been confirmed that publications/outputs will only count 65% (in 2001 they counted 100% !), there is another key issue that needs urgent clarification.
hefce has indicated (under pressure from hmg) that as from 2012, only 3* and 4* research will be funded. 'internationally recognised' research (hefce's own classification) has been deemed unworthy of funding. in other words almost 50% of the reserach submitted at rae 2008 (on hefce's own figures) will not be funded. how will this impact on submission policy for ref 2014, esp as regards items of publication? will people be allowed to submit fewer than 4 items with no detriment, or will 4 items be expected - in which case institutions may feel the need to 'cull' submissions to maximise 3* and 4* performance? how will this be done, eg will colleagues with only two putative 3* items be deemed unreturnable?
we need urgent clarification on all of the above from hefce asap...
