Web Announcement Options appears as part 2 of the Announcements page, both in Courses and at system level.
The "Override User Notification Settings" option only appears if you have gone to SysAdmin > Tools & Utilities > Notifications and enabled Notification Collection.
We're currently looking at some changes to the language pack, and on our test server have changed the standard text here to something which we think will be clearer to staff:
Send Announcement as Email
Send this Announcement as an Email to all members, regardless of their Notifications settings.

Now you've lost me Sarah, I only have an "Add Announcement" button, not a
Web Announcement option. Where is that?
I don't have a "Override User Notification Settings" in my Add
Announcements form.
Very confused!

Maybe I'm being really stupid too...but when you create an announcement,
under Web Announcement Options there a tick box that says "Override User
Notification Settings (send email to all users, even those that choose not
to receive announcemetn notifications by email)".

Hi ,
I?m more than likely being really stupid here, but on our Blackboard 9.1
test environment, it looks like there is no option to email announcements
to students.
This used to be a radio button in version 8.0, but seems to no longer
exist.
Any advice would be appreciated, as this is one area of key functionality
that our academics are likely to miss.
