Dear Joanne,
We went through a similar process at St Andrews. For info. we still have a deposit process which is one print copy and an electronic copy, so not complete electronic submission.
I have a poster from the ETD conference in 2008 which summarised all the issues and stakeholders we needed to consider. It is in some respects local to our institution but I think it does still highlight the key areas to address

there is also the recent project report from JISC which you have probably seen already and associated briefing papers

Subject: Complete Electronic Submission for PhD
Dear All,
A question has recently been raised within my institution about moving to complete electronic submission for all theses. I wondered if any other institution has already done this and what the issues surrounding this were and how they were dealt with.
Many thanks for any help with this query,
Joanne Marsh
