One thing to remember is that when you do a fresh install you create a new database; hence almost everything will get new PKI values and values such as the ~internal~ course ID. This should not matter in most cases but sometimes it can eg Turnitin used to use the value (I believe they do not now) so links to assignments/users etc broke. Hard coded cross course links broke.
Some of these are minor, but some were not, and I still get cold sweats thinking about the consequences:-(
The user enrolment worked fine for people with course roles. They were created as part of the process when the archive was restored if they did not already exist.

My impression is all user accounts in archived sites will be created when it is restored. However if an account has no course enrolment, then it will be missed in your new system.

We're starting to think about upgrading from bb8 to bb 9.
I'm tempted by the idea of installing to new hardware and so considering the archive / restore option (assuming of course the reported issues over the restoration will have been resolved in time.)
What advice is there with respect to bringing across user accounts? Obviously snapshot, but what about if you're not using Snapshot?
