Despite the fact that Blackboard believe this to be a bug (AS-156052), I have now resolved this.
It was under
1. Administrator Panel
2. Course Settings
3. Default Notification Settings
Announcements Email was set to "Default Off", I set this to "Default On" and the option now appears.

I'm not sure why the over-ride setting is not appearing, but on this topic I'm experimenting with the setting shown in the attached screenshot so that announcement emails are always on and cannot be unset by users.
The setting is found under

The ability to send an email of an announcement is very popular here in our v8 installation. We're going to 9.1 in July.
Hopefully this setting will mean students will always get an email. It's a shame the email doesn't actually contain the announcement text, but it's the closest way of mimicking the v8 behaviour that I've found so far...
