I already gave my suggestion about "Lost USBs" (this was the subject) on this list last September when we had more than 20 messages on similar thread. Drastic but it works. Destroy it.
Considered the current climate I think the policy can also communicate effectively that libraries' employees have no time to waste for making favours.
