I can't comment on the politics but would like to mention Mike Wald's
Uni of Southampton SyNote system which supports easy recoding +
synchronised subtitles with obvious accessibility uses.

They use it at Southampton (I know as they recorded one of my guest
lectures) and you may be able to access it there.
It's also an open source project so they welcome contributions or
other collaboration.
